Can I use red pepper powder instead of hot pepper flakes???
Is it the same thing?

Yes, they are the same thing, but since the pepper is powdered, you should try using maybe half as much or it may be very spicy. ( it is more dense as a powder) More pepper can be added later if it needs more spice.
FYI: try to get Korean red pepper if you can. It really does taste better. I had been using red pepper where I could find it, but then I bought some at my Korean supermarket, and my food tasted soooo much better. - January 8, 2017 at 11:34 am #70843EvilGrinParticipant
The correct kind will say “coarse” on the package. If it says “fine” then it is meant for making gochujang and for other uses. Fine is sometimes hotter too.
Both “fine” and “coarse” usually also say “powder” on the label.
I just use coarse for all my cooking and kimchi. It works great and taste great.

Korean red pepper is different. You can now find them I believe at a Walmart even now. Or a giant eagle. Using just red pepper flakes won’t taste the same

Yes, you are so right Korean pepper is the best. I wish I didn’t have to say this, but sometimes I do miss walmart. I had to go to three different places at my Stockholm mall to find shower curtain rings. The only Korean supermarket in Stockholm is only open from 11:00 to 18:00, they are closed on Sunday, three weeks at Christmas, and a good part of the summer.
