Molds in hot pepper flakes

Hi Maangchi/everyone, This may be long. I bought 2 kilos of hot pepper flakes (my mistake for buying so much). I opened the 2 bags but only used one (not even half of the bag was used). As we do not have refrigerator at home, I only store it in food closet zit tight. However, after a month the 2 bags has white molds inside. Please help/advised me, can it still be used or should I throw it away? I want to make kimchi again but hesitant to use it as we may get sick from it.
The picture shows the white molds inside (I transferred the hot pepper flakes to a different plastic as the original bags was already spoiled).
