I don’t think so, unfortunately. The finely ground pepper powder is what thickens it into an actual paste. It would be extremely watery without the powder. Sorry :(
I’m a little late to the discussion, but I think kamaboko and narutomaki are gluten free! They’re Japanese steamed fish cakes you commonly see in ramen. They don’t have the crunch of Korean eomuk fish cakes, but they’re delicious nonetheless.
